Residential Parking Programs help communities manage the number of non-resident vehicles in their neighbourhood by restricting the amount of time a non-resident can park. 

Through the use of Residential Parking Permits (RPP), the neighbourhood residents can be exempted from the timed restrictions.

With a Exchange District permit, where can I park?

As long as you obey traffic by-laws, you may park anywhere the permit allows in the Exchange.  You can also park free at any Exchange meter and not worry about the one or two hour parking maximum.

Can I have more than one car registered to a parking permit

You may register up to three vehicle license plates for each residential address, but only one vehicle may use it at any given time.  If you need to change or add a license plate to a residential permit please call 311.  If you give it to a visitor for parking and you get a ticket because the license plate does not match, just let WPA know.

Why do I have to pay for my parking permit?

The Winnipeg Parking Authority establishes a permit system that includes an annual renewal system; ensuring only legitimate residents are eligible for permits in that neighbourhood; and an enforcement system that requires signs and regular additional patrols to ensure parkers adhere to the regulated time limits. This service is not available in all areas of the city, and it is not supported by taxes, so a small annual permit fee of $25 is charged.

As most properties in Winnipeg have ample space to store one or two vehicles, there is usually no requirement to provide long-term storage for vehicles on the public right of way.  If you do not wish to pay for a permit, you simply have to park your vehicle on your property.

How much does it cost and how do I get a parking permit or pass?

Residential Parking Permits cost $25.00 per year, but for Exchange District residents, they are free this year as they are new.

Permits may be obtained through The Parking Store at 311@winnipeg.ca or in person at 495 Portage Avenue (map) Monday through Friday between 8:30 and 4:30.  Be sure to bring proof of your residence.  Payment may be made by cash, cheque, credit or debit card.
